Purpose

This report seeks approval to develop and implement a Lane Rental Scheme in Richmond, allowing charges for street works on designated traffic-sensitive roads during peak periods.

Decision

RESOLVED that the Transport and Air Quality Committee

  i.  Approve the continued development and implementation of a Lane Rental Scheme for the London Borough of Richmond upon Thames.

  ii.  Approve the commencement of stakeholder and statutory consultation on the proposed Lane Rental Scheme.

  iii.  Authorise the Director of Resident Services, in consultation with the Chair of the relevant Committee, to make any minor amendments to the Lane Rental Scheme documentation and submit the final application through the required statutory approval process.

  iv.  Note the anticipated implementation programme, with a target scheme commencement date of April 2027 and charging commencing from May 2027.

  v.  Note the financial, operational and strategic benefits outlined within this report.

  vi.  Note the staffing implications associated with implementation and operation of the scheme, including that any additional staffing will be recruited in line with normal Council policies and procedures, fully funded from income generated by the scheme, and subject to job evaluation where new roles are created.
