Purpose

Finance, Policy and Resources Committee note
the development of the RIBA Stage 2 (concept design) business case
for the refurbishment of the Twickenham Civic Centre and associated
works; including the redesign and refurbishment of York House Annex
and committed decarbonisation works. And agrees relevant capital
budget to deliver next stages of the project. For completion,
progress made to date is also set out, including the completion of
Phase One which delivered the relocation of Achieving for Children
(AfC) from 42 York Street, delivering vacant possession of 42 York
Street to deliver an enterprise and innovation workspace
hub.

RESOLVED
 
The Committee resolved:
 
a) 
To agree the scope for the decarbonisation and improvements to the
Twickenham Civic Centre.
 
b) 
To agree the proposed space allocation and asset use across the
campus.
 
c) 
To note the high-level construction timetable for the scheme.
 
d) 
To agree a positive capital budget addition of £350,000 in
2024/25 to continue development of the project up to RIBA Stage 3
design and tender stage.
