Purpose

Over recent years, and particularly since the
opening of St Mary’s School, the Council has received
concerns regarding potential conflict between pedestrians walking
on Oldfield Road and vehicles, which are currently permitted to
travel in both directions. There have been numerous requests for a
footpath to be constructed however, this option is not feasible due
to mature trees within the adjacent verges, existing highway widths
and available funding to support what would be a very expensive
scheme to deliver. It should also be remembered, there have been
several incidents of cars travelling at speed causing damage to the
fencing surrounding both the Thames Water site and St Mary's
School. This report proposes a number of safety measures aimed at
supporting active travel.

Content

The Executive Director of Environment and
Community Services:

i) Notes the results of the consultation outlined in section 7.2
and APPENDIX C of the report.
ii) Agrees to implement the scheme as consulted on with some
additional speed reduction and traffic management measures as shown
in APPENDIX D of the report.
iii) Agrees to the advertisement of a Traffic Management Order
under Section 9 of the Road Traffic Regulations Acts (RTRA) 1984
for an experimental one-way road closure on Oldfield Road between
the junction with Priory Road and a point just north of the
entrance to the northern most industrial estate, in addition to
‘At Any Time’ double yellow line waiting restrictions
as detailed.
iv) Agrees to a notice under Section 90C of the RTRA 1984 for the
introduction of a raised table/crossing area north of the railway
bridge in addition to road humps as detailed on the drawing.
