Purpose
Paper setting out the process
by which the Council can review its support afforded to the private
rented sector. Including an evidence-led review of current
conditions and the opportunities available to increase specialist
support available; these themes supporting the December 2022
Generation Rent motion.
Content
RESOLVED: That the Committee:
a)
NOTE the background information given in the report.
b)
AGREED to delegate authority to the Director of Environment
and Community Services in partnership with Head of Regulatory
Services Partnership to develop plans to undertake the proposed
Housing Stock Condition Survey of the Private Rented Sector (PRS)
in Richmond upon Thames.
c)
RECOMMENDED to the Finance, Policy and Resources Services Committee the approval
of a positive revenue budget addition of £25,000 in 2023/24
only.
d)
AGREED to delegate authority to the Director of Environment
and Community Services in partnership with the Head of Regulatory
Services Partnership to explore and develop partnership working
with Justice for Tenants, including the provision of free support
with claims for Rent Repayment Orders in the PRS.
e)
AGREED that a paper to be brought back before the Committee
in Spring 2024 setting out the results within the HSCS and how they
can be best utilised by the Council in its support to the
PRS.
