Salford City Council - Record of
Decision
I, Councillor McCusker, Lead Member for Planning, Transport and Sustainable
Development, in exercise of the powers contained within the Council
Constitution, do
hereby:
Agree to the implementation of
three school streets within Salford as a pilot from the suggested
criteria.
Approve the
commencement of the Traffic Regulation Order process for the three
sites during 2025, subject to the statutory
process.
Agree to review
the trial schemes and criteria as necessary once
implemented.
The
Reasons are:
TfGM have previously announced
funding for school streets in 2021 to help implement school streets
within Greater Manchester. Salford have delivered one school street
in July 2024.
A school street normally
involves a prohibition of driving for a short period of time before
and after the school day along a street(s) adjacent to a
school.
Andy Burnham has announced that
he intends to help implement up to 100 school streets across
Greater Manchester. TfGM have announced that the criteria and
funding for school streets will be rolled out in 2025.
Salford are looking at
implementing three school streets to pilot a local criteria and the
process within Salford and see how the trials can inform future
school streets.
The school streets will be
enforced using camera enforcement under the new Part 6 approval
gained from DfT .

It will be funded by the CRSTS
grant provided to us by the department of transport via
GMCA.
Legal
Advice obtained:
The proposed Prohibition of
Driving would only need to operate during term time. If the
decision is made to implement the proposals in this report, these
should not give rise to any legal implications provided the works
are carried out in accordance with the appropriate statutory
requirements as set out in the Road Traffic Regulation Act 1984 and
the Highways Act 1980. However, other legal implications may be
applicable once the consultation and design process is
finalised.

There is adequate budget in the
Highways Capital Programme for this scheme to be carried out. It
will be funded by the CRSTS grant provided to us by the department
of transport via GMCA. However closer scrutiny of the financials
will be done at the DDN stage.

Climate Change Advice obtained:
The proposal to reduce traffic
around the school gates, will hopefully encourage parents
collecting children to walk the last distance to the school gates,
or switch to non-car modes of travel to the school. This will in
turn hopefully reduce instances of vehicles idling around the
school gates.
