Salford City Council - Record of Decision
 
I,
Councillor Jack Youd, Deputy City Mayor and Lead Member for
Finance, Support Services and Regeneration, in exercise of the powers contained within the City
Council Constitution do
hereby:
 

Approve the Site Business Plan for
Farmer Norton (Phase 1);
Delegate authority to the Executive Director of
Place and the Section 151 officer to negotiate and finalise the
commercial arrangements in respect of the Deed of Variation to the
Crescent Overarching Umbrella Agreement to enable Homes England to
conclude their acquisition of University owned sites across the
Adelphi Village area and to enable ECF to drawdown these
development sites, in line with the Overarching Umbrella Agreement
and associated Deed of Variation; and
Authorise the City Solicitor to
progress and complete the associated legal formalities and the
taking of all steps required to give effect to the above.

 
The Reasons are:
To enable ECF bring forward the Farmer Norton
(Phase 1) development and enable Homes England to progress the
acquisitions of University land in the Adelphi area.
 
Options considered and rejected were:
Not to approve the Site Business Plan or Deed
of variation to the Overarching Umbrella Agreement in place between
the crescent partners.
