The Reasons
are:
The contract award and demolition
will:

i.   
Deliver Best Value as the contractor is best placed
to undertake the demolition due to their existing knowledge of the
immediate area and efficiency savings achievable by combining the
Charles House demolition works with the Phase 1 Demolition
Programme, and;

ii.  
Securing a contractor is considered urgent to avoid
the building falling further into disrepair and attracting ASB and
early appointment of the contractor will allow for works to
commence in a timely manner to benefit from those efficiency
savings mentioned above.

considered and rejected were: N/A
 
Assessment of
Risk:
Low – There is a risk of delay
terminating the telecommunications lease but this is mitigated
through the evidence base the Council has to demonstrate its
intention to demolish and also through flexibility in the proposed
contracts to respond to such delays.
