I, Paul Dennett, City Mayor in Consultation with
Cabinet in exercise of the powers contained within the City Council
Constitution do hereby approve:
Good Homes in Good Places: Salford’s Good
Homes Strategy 2025-2030
 
The Reasons
are:
A housing strategy is not a statutory
requirement. However, the strategy helps to focus the requirements
and expectations of wider national, GM and local priorities,
bringing these together to help reinforce and promote the delivery
of a wide range of objectives.
 
Options considered and
rejected were: N/A

The strategy and its action plan have been informed by the
examination of a wide range of national, regional and local
strategic drivers, local intelligence and through a range of
engagement and consultation activity including:

A multi-disciplinary/partner led steering group.

Additional engagement with wider key stakeholders and partners
through consultation workshops and engagement sessions.

Briefings and feedback to/from the Children’s and People
& Communities senior leadership teams, and Salford Strategic
Housing Partnership.

A public consultation and feedback from people with lived
experience

Furthermore, work on the action plan has been to ensure that the
actions are specific, measurable, achievable, realistic and time
specific
 
 
Assessment of Risk:
Medium – the strategy seeks to achieve a
range of cross cutting objectives and priorities. However,
challenges and barriers to achieving these are high, while
resources and capacity are limited.
 
 
The source of funding
is: The strategy describes a partnership approach
to achieving Salford’s priorities, recognising that these
cannot be achieved by Salford City Council services alone.

Climate Change Advice

Climate Change
Housing is responsible for about a third of all
emissions in Salford it is therefore essential that the housing
strategy directs efforts to reducing these if we are to meet are
ambition to be carbon neutral by 2038. The Housing Strategy has
taken Climate Change into account from the earliest stages of its
development and largely reflects the ambitions in the GM 5 Year
Environment Plan. It has key objective “Working with our
partners we will strive to deliver more homes that are carbon
neutral, energy efficient, minimizing environmental impacts and
which are resilient to future climate impacts” and “Our
residents are supported to live in homes that are good quality,
safe, warm, dry, energy efficient and are well manage
