I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution do hereby:

  • approve the appointment of Coating Services Limited, subject to Salford City Council obtaining the necessary approval to carry out refurbishment works on the bridge asset, which is owned and maintained by Network Rail,
  • approve the creation of a purchase order to Coating Services Limited, to the value of £198,400.00 which will enable payments to be made to the contractor,
  • approve the utilisation of the £10,000 risk allowance budget towards associated project delivery spends,

The Reasons are:

The existing railway bridge underpass has been identified as having a detrimental effect on the surrounding environment. The proposed refurbishment works aim to enhance the local environmental quality and improve the perceived safety for non-motorised road users.

Options considered and rejected were: None.

Assessment of Risk: Low

·         Developers can seek to legally challenge the city council to claim back Section 106 monies if not used in accordance with the terms of the relevant Section 106 agreement.

·         The Contractor and Salford City Council’s Engineering and Landscape Design Structures team are experienced in undertaking similar refurbishment schemes.

The source of funding includes:

·         Section 106 contributions.

·         UK Shared Prosperity Fund (UKSPF) from the Islington Linear Park Wayfinding and Art Installation project.

·         2025/26 Capital Programme.
