I, Councillor Mike McCusker, Lead Member for Planning, Transport & Sustainable
Development, in exercise of the powers contained within the Council
Constitution, do
hereby:
Authorise the making of the Traffic
Regulation Order below, in the modified form, as set out in the
report:
TRO 2514:
City of Salford (Northfleet Road and Trippier Road Area, Higher Irlam And Peel Green)
(Prohibition of Waiting, Restriction of Waiting, School Keep Clear
and Amendment) Order 2025
The
Reasons are:
That
the necessary action be taken under the Road Traffic Regulation Act
1984 to advertise the intention to make the Traffic Orders to
introduce ‘TRO 2514: City of Salford (Northfleet Road and
Trippier Road Area, Higher Irlam and
Peel Green) (Prohibition of Waiting, Restriction of Waiting, School
Keep Clear and Amendment) Order 2025’ to create safe
environment for all road users.
Options considered and rejected were:
The original scheme is detailed
in the report. Following consideration
of the representations received, officers recommended introducing
the scheme in a modified form, as set out in the report.
Assessment of Risk:
The restrictions will be signed
in accordance with the Traffic Signs Manual and Traffic Sign
Regulations and General Directions. (TSRGD 2016).

source of funding is:
The scheme is funded and
delivered by the Irlam & Cadishead
Highways Task Group.
Legal
Advice obtained:
The Council, by virtue of the
Road Traffic Regulation Act 1984 can introduce orders to manage
traffic. Where Traffic Regulation Orders are required, they should
not give rise to any particular legal implications provided the
works and procedures are carried out in accordance with the
relevant statutory requirements, which would include the
consideration of any objections to a proposed Traffic Regulation
Order.

The scheme is fully funded by the Irlam & Cadishead Highways Task Group.

Considerations:
More detailed consideration to the costings will be done at the DDN
stage, however the financial implications are expected to
cover:
Installation of
new ‘No Waiting at Any
Time’ and ‘School Keep Clear’ road
markings.
Removal or
modification of existing markings.
Installation
of guardrails and other minor infrastructure
changes.
Administrative and
consultation costs related to the Traffic Regulation Order (TRO)
process.
