I,
Councillor Mike McCusker, Lead Member for Planning, Transport and
Sustainable Development, in exercise of the powers contained within
the City Council constitution do hereby:
 
Authorise the permanent making of the Traffic Regulation Order
below, in the original form, as set out in the
report:
 

City of Salford (Greengate West, Bridgewater Street
& Surrounding Streets in Blackfriars & Trinity)
(Prohibition of Waiting & Amendment) Order 2025
 
The Reasons are: That the necessary
action be taken under the Road Traffic Regulation Act 1984 to
advertise the intention to make the Traffic Order to introduce City of Salford (Greengate West, Bridgewater Street
& Surrounding Streets in Blackfriars & Trinity)
(Prohibition of Waiting & Amendment) Order 2025 as a permanent
Traffic Order. Implementation of this order will promote a
safer and more accessible environment for all highway users by
discouraging indiscriminate city centre parking along these
residential streets.
 
Options considered and rejected were: Officers considered and rejected extending the times of
operation of the existing single yellow line restrictions to
include weekends. This would not address indiscriminate visitor
parking during evenings, and would not keep access and sight lines
clear at all times around the internal junctions of these
residential streets. Officers also considered and rejected a permit
parking scheme as the criteria would not be met due to the majority
of the residential properties having access to off-street parking
provision by way of a driveway.
 
Assessment of Risk: The scheme has
been designed in accordance with the Traffic Signs Manual and
Traffic Sign Regulations and General Directions 2016. The scheme
will contribute to improving access and the safety of all highway
users. 
 
The source of funding:
The scheme is funded by the East Salford Highways Devolved
Budget.
 
Legal Advice obtained: The Council, by
virtue of the Road Traffic Regulation Act 1984 can introduce orders
to manage traffic. Where Traffic Regulation Orders are required,
they should not give rise to any particular legal implications
provided the works and procedures are carried out in accordance
with the relevant statutory requirements, which would include the
consideration of any objections to a proposed Traffic Regulation
Order.
