The
Reasons are:
The most advantageous tender
(MAT) was submitted by Groundwork Landscapes Ltd. The evaluation
panel agreed it was an excellent proposal that met the required
standard in all material respects. The contractor has a proven
track record of delivering high quality schemes for Salford City
Council and across the region.
 
The duration of the contract
will be for 10 weeks, allowing for one week break at Christmas.
Contract monitoring will be carried out by Council Officers to
ensure compliance with the programme and the specification. On
completion of this project the Peel Park Play Area and Outdoor Gym
will enhance the local environment and provide a greatly improved
community facility.
 
Assessment of Risk:
Medium. A delay in awarding the
contract risks increased costs.
 
The
source of funding is:
£345,000 of Section 106
Commuted Sum has been secured and approved for allocation to this
project. (13th August 2025)

When commissioning contracts
for the procurement of goods, services, or the execution of works,
the Council must comply with the public procurement legislation and
its own Contractual Standing Orders (CSO’s), failing which a
contract may be subject to legal challenge from an aggrieved
provider.
 
CSO’s stipulate that
where a suitable framework exists, this must be used unless there
is an auditable reason not to do so. The proposed award of the
contract follows a call off exercise in accordance with the
Council’s Technical and Highways Works Framework – Lot
6 Landscaping and Associated Works referred to in the body of the
report.
 
The Council will need to have
followed the procedure set out in the framework agreement to ensure
the procurement process is compliant and bids were evaluated in
accordance with published criteria. In this instance there were
three submissions which were evaluated on the most advantageous
tender basis in line with the published criteria resulting in the
proposed award of the contract to Groundwork Landscapes Ltd. The
procurement procedures therefore appear robust and compliant with
the requirements of the Council’s CSO’s and public
procurement legislation.

The DDN is requesting contract
approval to Groundwork Landscapes Ltd to provide a new and cohesive
play space with outdoor gym in Peel Park, Little Hulton.
 
The total contract cost for the
play space with outdoor gym will come to £272,715.49. The
works will be funded by section106 which was approved on the 13
August 2025. The works will be identified in the environment parks
improvement capital programme. There is a risk that if we delay
contract award the future costs for the works will
increase.  Expenditure code:

Services.  This is complaint with SCC
