The Reasons for the decision and report is to award a compliant contract that allows drainage works to be commissioned and undertaken by a suitably appointed contractor.
Options considered and rejected were – this is the final year of a 4 year framework hence CSO’s stipulate that where a suitable framework exists, this must be used unless there is an auditable reason not to do so. Hence this was the preferred procurement route. Work cannot be undertaken in-house as there are insufficient resources.
Assessment of Risk – by not having a contract in place roads and areas of the City would be subject to ongoing and emerging flooding problems as we would be unable to undertake drainage repairs. This would further impact on roads potentially being closed and flooding to land and property.
The source of funding is a mixture of approved capital and revenue funding depending on the nature of drainage work being undertaken.
Legal Advice obtained – The proposed award of the contract follows a call off exercise in accordance with the Council’s Technical and Highways Minor Civils Works Framework (Drainage Lot) referred to in the body of the report and legal supports the award.
Financial Advice obtained – Finance identifies the funding that is in place to deliver the likely projects to be undertaken. There remains sufficient headroom in the contract for other drainage projects to be commissioned by the council should it be needed.
Procurement Advice obtained - This contract was procured as a further competition under the Technical and Highways Works Framework – Lot 3. This is a compliant route to market which complies with SCC standing orders and PCR’s 2015. Out of the 6 contractors on this Lot there were 3 bids for this competition and General Utilities North West was the winning bidder in Quality, Price and Social Value.
