Tenders were invited by
mini-competition on the Lot 6 Landscape and Associated External
Works Technical and Highways Works Framework and complaint
submissions evaluated to determine the most economically
advantageous tender under the criteria of price, quality and social
value. The successful contractor demonstrated the ability to
deliver the project through their submission.

Assessment of Risk:
Low
Procurement process – The contractor has been procured
through the Landscape Framework via a mini competition. The tender
process has been led by the Council’s procurement team to
ensure compliance with the Council’s contractual standing
orders.
Delivery – The contractors on the Technical and Highway
Framework have a successful track record of delivering schemes on
behalf of the Council and have been required to give examples of
similar experience as part of the quality evaluation.
Medium
Procurement of preferred contractor – Any delays in
approving the appointment of the preferred contractor would result
in an extension to the delivery programme with an associated risk
of the construction programme and associated expenditure extending
beyond the 2025/2026 financial year.

Funds have been identified in
the Capital Programme to deliver the project, approved by the
Council in February 2025 with this project included in the
Strategic Regeneration budget line.
