The Reasons
for the decision and report is to award a compliant contract that
allows continuity of design and delivery of works to be
commissioned and undertaken by suitably appointed contractors
within the framework. An Exception to award and extension is being
sought.
 
Options considered and
rejected were
– Salford is in the final year of a 4 year
framework and requires additional time to ensure a compliant and
fit fir purpose new framework is in place going forward.
Alternative frameworks are available including the
Bolton and Manchester Framework however, the availability of
contractors who are already commissioned by other GM authorities
cannot guarantee their commitment to deliver the scale of works
required to be delivered during the extension period and the
working relationships have not been established.
Hence, this was the preferred
procurement route. Work cannot be undertaken in-house as there are
insufficient resources.
 
Assessment of
Risk
– by not having a contract in place Salford
would not be able to deliver its financial commitments for 2025/26
and also 2026/27. The award of contract for a
further 6months for the current framework is therefore essential in
ensuring that Salford can continue to design and deliver a wide
range of projects that will be funded from the capital and revenue
programmes across the next 2 financial years.
 
The source of
funding is a mixture of approved capital and revenue funding
depending on the nature of work being undertaken.
 
Legal Advice
obtained
– The proposed award of
the contract follows a call off exercise in accordance with the
Council’s Technical and Highways Minor
Civils Works Framework as referred to in the
body of the report and legal supports the
award.
 
Financial Advice

– Finance identifies the funding that is in
place to deliver the likely projects to be undertaken. There
remains sufficient headroom in the contract for projects to be
commissioned by the council should it be needed.
