Decision

Salford City Council - Record of Decision

I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, in exercise of the powers contained within the City Council Constitution and in consultation with members of the Cabinet at the Property/Regeneration Briefing on 8th December, 2025, do hereby:

  1. Approve the Site Business Plans for Old Adelphi, Centenary and Farmer Norton Phase 2; and
  1. Authorise the Executive Director of Place and City Solicitor to complete the associated legal formalities and the taking of all necessary steps required to enable the developments to be progressed.

The Reasons are:

The Council are required to formally approve or reject Site Business Plans submitted by ECF to enable development to be brought forward across the Crescent area.

Options considered and rejected were:

Not approving the Site Business Plans. This option was rejected because the Site Business Plans meets the requirements set out in the Overarching Umbrella Agreement between the Council and ECF, as such there are no valid reasons for rejection.
