The Reasons are: to undertake stock condition surveys of the corporate estate to assist in planning the capital programme and formation of the councils strategic asset management plan.

Options considered and rejected were: None. All procedures are in accordance with normal contractual standing orders.

Assessment of Risk: Medium

The surveys are required to ensure that there is up to date information on the council’s property assets. Failure to undertake this work could result in the council capital and revenue expenditure not being targeted to meet the needs of the communities we serve.

The source of funding is: There is funding available in the Corporate Capital Programme.

When commissioning contracts for the procurement of goods, services, or the execution of works, the Council must comply with the Procurement Act 2023 & Procure Regulations 2024 and its own Contractual Standing Orders (CSO’s), failing which a contract may be subject to legal challenge from an aggrieved provider.

The opportunity to bid was offered as a competitive procedure rather than use an established framework to attract additional competition for the opportunity to undertake the works. A total of ten tenders were received from contractors which have been evaluated in accordance with the published selection criteria set out in the tender documents resulting in the proposed appointment of Bellrock (Asset and Compliance) Consulting Ltd. The award procedure therefore appears robust and complaint with the requirements of public procurement legislation and the Council’s CSO’s.

Legal Services will assist with preparing any contractual documentation upon receipt of instructions to ensure the Council’s position and interests are protected.

Comments: This Procurement Board report requests the approval to award the contract the delivery of building, M&E condition surveys, measured surveys and reinstatement costs to Bellrock (Assets and Compliance) Consulting Ltd. Following a successful tender process which was completed by an open tender procedure.

The total cost of the contract is £0.565m. There is £0.200M allocated for this contract within the agreed Property Capital Programme for 2025/26. A bid for a further £0.200M funding in the Property Capital Programme for 2026/27 has been submitted and is awaiting formal approval by the Council. On the assumption that the 2026/27 bid is approved, it is anticipated that the remainder of the costs of this contract will be met by making savings on other survey fees, as surveys on Property projects currently being undertaken on an ad-hoc, individual fee basis will be covered under this contract once it is in force.

The project has been procured by open tender procedure. This is a compliant route to market that conforms with Procurement Regulations 2023 and the Council’s Contractual Standing Orders.

As part of the Council's budget challenges, the service group should consider efficiencies, and enhanced contract management KPI’s as part of this contract.

Climate Change Implications obtained: Building Surveying & Facilities Management

No significant Climate Change implications in this project. All projects are developed to meet or exceed current legislation and requirements to energy efficiency and carbon reduction targets. Projects are required to support the Council’s objectives of becoming carbon neutral by 2038.

The works will be programmed to minimise the traffic impact in the area. Any waste materials will be removed and taken to a transfer station for systematic sorting and recycling to ensure minimal landfill waste.

Sustainability plans would be targeted to also align with opportunities to deliver social value outcomes.
