Salford City Council - Record of Decision
I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support
Services and Regeneration, in exercise of the powers contained
within the City Council Constitution do hereby approve the proposed expenditure of
£775,000 of Section 106
contributions towards delivery of upgrades at the junction of
Cleggs Lane/Armitage Avenue and A6 Manchester Road.
The Reasons are: to meet the requirement of the relevant Section 106
Agreement detailed within the report to facilitate the Logistics
North employment development through enhanced accessibility by all
modes of transport.
The proposed scheme will upgrade the current
arrangement with kerb buildouts to increase pedestrian movement
space and reduce pedestrian crossing time. The
existing traffic signals will be upgraded to allow for a direct
crossing without central reservations. Upgraded cycle facilities including
shared footways and toucan crossings will allow cyclists to
choose to use the crossings or to use the advance cycle stop
lines. The scheme
will enhance the safety of non-motorised users, promoting cycling
and walking whilst reducing severance between communities and
improving access to local amenities.
Options considered and rejected were: none
Assessment of Risk: Low - Developers can seek to legally challenge
the city council to claim back Section 106 monies if not used on a
scheme that mitigates the impacts of that development and/or spent
in line with the requirements of the Section 106 agreement.

application 13/63740/EIAHYB).
