City Council - Record of Decision
I,
Councillor Mike McCusker, Lead Member for Planning, Transport and
Sustainable Development in exercise of the powers contained within
the City Council Constitution, do hereby:
Authorise the permanent making of the Traffic
Regulation Order below in the modified form, as set out in the
report:
City Of Salford (Shearwater Drive / Cormorant Close,
Walkden) (Prohibition Of Waiting Restrictions) Order
2024
The Reasons are: That the necessary
action be taken under the Road Traffic Regulation Act 1984 to
advertise the intention to make the Traffic Order to introduce City of Salford (Shearwater Drive / Cormorant
Close, Walkden) (Prohibition Of Waiting Restrictions) Order
2024as a permanent Traffic Order.
Implementation of this order will promote a safer and more
accessible environment for all highway users by discouraging
indiscriminate city centre parking along these residential streets.
Options considered and rejected were: Officers considered and rejected a more onerous parking scheme
which was originally advertised. Due to the representations raised
by the local community this original proposal has been revised to
lessen the impact on local residents and businesses whilst still
retaining meaningful improvements in access and road safety where
deemed necessary.
Assessment of Risk: The scheme has
been designed in accordance with the Traffic Signs Manual and
Traffic Sign Regulations and General Directions 2016
The source of funding: The scheme is
funded by the Little Hulton and Walkden Highways Devolved
Budget.
Legal advice obtained: The Council, by
virtue of the Road Traffic Regulation Act 1984 can introduce orders
to manage traffic. Where Traffic Regulation Orders are required,
they should not give rise to any particular legal implications
provided the works and procedures are carried out in accordance
with the relevant statutory requirements, which would include the
consideration of any objections to a proposed Traffic Regulation
Order.

The
source of funding is - CRSTS, devolved to the Walkden & Little
Hulton Highways Capital Budget.
This
is a request for the Lead Member for Planning, Transport and
Sustainable Development to consider authorising a permanent Traffic
Regulation Order, introducing ‘No Waiting At Any Time’
parking restrictions in the vicinity of Shearwater Drive and
Cormorant Close. Budget of £6,000 has been allocated for this
scheme within the Highways Capital programme 2025/26. This will be
funded by CRSTS grant provided to us from the DfT via GMCA,
devolved to the Walkden & Little Hulton Highways Capital
Budget. All spend should be closely monitored and
scrutinised.
