I,
Councillor Mike McCusker, Lead Member for Planning, Transport and
Sustainable Development, in exercise of the powers contained within
the City Council Constitution, do hereby:
 
Authorise the permanent making of the Traffic Regulation Order
below, in the original form, as set out in the
report:
 

City of Salford (Wynne Avenue) (Proposed Limited
Waiting Mon – Friday 8am-6pm 5 hours no return within 2
hours) (No Waiting at Any Time Restrictions) Traffic Regulation
Order 2026
 

The Reasons are:
That the
necessary action be taken under the Road Traffic Regulation Act
1984 to advertise the intention to make the City of Salford (Wynne
Avenue) (Proposed Limited Waiting Mon – Friday 8am-6pm 5
hours no return within 2 hours) (No Waiting at Any Time
Restrictions) Traffic Regulation Order 2026, the implantation of
this TRO will enhance road safety on Wynne Avenue, whilst
maintaining a steady turnover of vehicles being able to park when
visiting the Community Centre.
 
Options
considered and rejected were:
The
objections have been considered, however, The Department for
Transport guidance The Blue Badge Scheme Right and Responsibilities
in England, states Blue Badge holders may park for as long as they
wish in an on street parking area where all motorists can park for
free but only for a limited time, unless the signs say otherwise.
Blue Badge holders are also able to park on Yellow Line
restrictions for up to 3 hours whilst displaying the timeclock, as
there is no loading ban being introduced as part of this
proposal.
 
Assessment of Risk:
The scheme
has been designed in accordance with the Traffic Signs Manual and
Traffic Sign Regulations and General Directions 2016. The scheme
will contribute to improving the safety of all highway
users. 
 
The source of
funding:
The scheme is being by the
Swinton & Pendlebury Devolved Budget.
 
Legal
Advice obtained:
The
Council, by virtue of the Road Traffic Regulation Act 1984 can
introduce orders to manage traffic. Where Traffic Regulation Orders
are required, they should not give rise to any particular legal
implications, provided the works and procedures are carried out in
accordance with the relevant statutory requirements, which would
include the consideration of any objections to a proposed Traffic
Regulation Order.

The
source of funding is: CRSTS, devolved to the Swinton &
Pendlebury Highways Capital Budget Expenditure Code: D90256
Comments: This is a request for the Lead Member for Planning,
Transport and Sustainable Development to consider authorising a
permanent Traffic Regulation Order, limiting the waiting hours
outside the Clifton Community Centre on Wynne Avenue. Budget of
£8,000 has been allocated for this scheme within the Highways
Capital programme 2025/26. This will be funded by CRSTS grant
provided to us from the DfT via GMCA, devolved to the Swinton &
Pendlebury Highways Capital Budget. All spend should be closely
monitored and scrutinised.
