The reasons are: Approval
of recommendation to extend the contract for adult social care
services, to enable Councillor Merry and council officers to
undertake necessary work to explore options as highlighted via the
APSE work and consider options to bring Aspire under City Council
or public control.
Options considered and rejected were: not extending the contract.

– limited impact on the stated objectives as
reported.

The reasons are: Approval of recommendation to extend the
contract for adult social care services.
Salford’s Supported living model for people with learning
disabilities is currently delivered by 4 neighbourhood providers, 3
of the contracts are held by the NCA and the 4th
contract with Turning Point is held by SCC. In line with the review
of these services and the contract end dates 2 June 2024, the NCA
(supported by SCC procurement team) are developing a new Approved
Provider List to strengthen our model of service
provision. The NCA anticipate opening the APL tender by end of
April 2024 where we intend for services covered by the 4
neighbourhood providers to be tender via the APL with all contracts
held by NCA which will allow for better alignment. The request for
a 6-month extension to allow sufficient time to utilise the new
route to market via the Approved Provider List.
Options considered and rejected were: not extending the
contract.
