The Reasons
are to
continue essential maintenance of vital Salford City Council assets
and to ensure optimum operational performance.
 
Options considered and
rejected were:
The use of framework agreements.
 
Assessment of Risk: Medium: If this project does not go out to tender there is a risk that
the High Mast Lighting Columns could deteriorate, resulting in
possible structural or mechanical failure, and/or loss of lighting
on key routes. This could potentially lead to masts requiring full
replacement or major remedial work at a significant cost to the
Council.
 
The source of funding
is: Programme funded from reserves secured from the capital
settlement from UV for streetlighting.
 
Legal Advice
obtained: Supplied
by: Tony Hatton, Solicitor - The Shared
Legal Service. When commissioning contracts for the procurement of
goods, services, or the execution of works, the Council must comply
with the Public Contracts Regulations 2015 (PCR) and its own
Contractual Standing Orders (CSO’s), failing which a contract
may be subject to legal challenge from an aggrieved
provider.
 
The opportunity to bid was
offered as an open procedure and two tenders were received from
contractors which have been evaluated in accordance with the
published selection criteria set out in the tender documents
resulting in the proposed appointment of Coating Services Ltd. The
award procedure therefore appears robust and complaint with the
requirements of public procurement legislation and the
Council’s CSO’s.
 
Financial Advice

by:  Adam
Flaherty, Senior Accountant. Programme funded from reserves secured
from the capital settlement from UV for streetlighting of
£370k - Schedule of work identified against this budget,
including electrical testing and inspection, structural testing and
high mast lighting columns.

Daniel Cunliffe, Tel: 0161 686 6249. This contract opportunity was
procured in compliance with Salford City Council’s
contractual standing orders and PCRs (2015) and was openly
advertised on the Chest.
 
As part of the
Council’s Innovate programme and budget challenges over the
next three years, the service group should consider efficiencies,
revenue savings opportunities and enhanced contract management
KPI’s as part of this contract.
 
Where the social value
submission has been omitted, a Salford Themes, Outcomes and
Measures (TOMS) form will need to be completed by Coating Services
Ltd before the contract can start. This will then be monitored
through the Social Value Portal.
