I, Councillor Mike McCusker,
Lead Member for Planning, Transport and Sustainable Development,
in exercise of the powers contained within the
Council Constitution, do
hereby:
 
    
I.       
Note that a draft Supplementary Planning Document
relating to Houses in Multiple Occupation, and associated
supporting documents, have been prepared; and
 

Approve a period of
public consultation on the draft Houses in Multiple Occupation
Supplementary Planning Document, and associated supporting
documents, lasting for a period of 6 weeks (starting no earlier
than Thursday 22 February 2024).

 
The
Reasons arethat although the majority of
HMOs in Salford are well managed and provide decent homes,
experience has shown that an over concentration of HMOs can have an
unacceptable impact on the positive residential character
of  areas. A draft
SPD relating to HMOs has been prepared. Its purpose is to
better manage the provision of new HMOs throughout
Salford by providing a threshold to guide the location of them. The
SPD has been prepared to supplement policies in the Salford: Local
Plan: Development Management Policies and Designations (SLP:DMP)
and will be a material consideration in the determination of
planning applications.
 
Assessment of risk is low.
Consulting on the draft SPD
will give consultees the opportunity to comment on the draft before
it is finalised and adopted (due for Summer 2024).
 
The
source of funding for the consultation
and associated printing and postage 
will be met from existing
revenue budgets.

Under the Town and Country
Planning (Local Planning) (England) Regulations 2012 the city
council is required to comply with a two-stage consultation process
in relation to a proposed SPD.
 
The first stage (regulation 12)
was undertaken between October and November 2023 when initial views
were sought from stakeholders and consultees. The second stage
(regulation 13) requires that the draft SPD together with
associated documents is made available for public
consultation.
 
The city council needs to
ensure that its SPDs and other policy documents are consistent with
the adopted Salford Local Plan: Development Management Policies and
Designations to prevent the risk of any legal challenge.

Expenditure in respect of the
draft Houses in Multiple Occupation Supplementary Planning Document
public consultation will be limited to printing and postage costs,
which are estimated to be minimal.
 
Existing available budget of
£500 exists on cost centre D4601, within DCPlanning, which, it is expected, will be
sufficient to cover these costs.
