exercise of the powers contained within the City Council
Constitution do hereby
approve:
The
Domestic Abuse Safe Accommodation-based Support Commissioning Plan
and funding recommendations:
The Reasons are:
Informed through engagement with people with lived experience
and key stakeholders, Salford’s domestic abuse needs
assessment (2023) and Salford’s Domestic Abuse Safe
Accommodation (support) Strategy (2022) have (in combination) been
used to inform the development of a Safe Accommodation-based
Support Commissioning Plan.
This
plan steers the planned spend of DLUHC new burdens, ringfenced
revenue grant funding (recommended by the DA Housing Advisory
Group) for 2024/25, and subject to DLUHC grant allocation, for
2025/26.
Options considered and
rejected were:
None
– there are clear linkages with the needs assessment findings
and strategic priorities for each of the recommended grant
allocations.
Assessment of Risk: Low
The
commissioning plan reflects the priorities identified in the DA
strategy and the findings of the needs assessment – and are
within budget.
The source of funding is: DLUHC new
burdens grant funding.

Salford City Council has been awarded £706,145 of DLUHC
new burdens (ring fenced) grant funding for the 2024-2024 Financial
Year, which is to be used by SCC for delivery of Salford’s
local authority duties under the Domestic Abuse Act 2021 to provide
domestic abuse support in safe accommodation.
Salford City Council will ensure that its allocation of this
DLUHC grant funding to the various providers listed at section 6.1
is made in accordance with all relevant legislation (including,
where applicable, the Public Contracts Regulations 2015 and the
Subsidy Control Act 2022), and in accordance with Salford City
Council’s Constitution (including Salford City
Council’s Contractual Standing Orders).

The
current Domestic Abuse programme is funded via revenue grant. Part
6.1 of the report provides an itemisation of the intended use of
the grant in 24/25. Income and expenditure will be monitored and
financial returns completed in line the requirements of the
grant.
Although the intention for commissioning activities extends into
25/26 the confirmed grant allocation for 24/25 for Salford is
£706,145. The funding is for one year and no announcements
have been made about future years funding
