The reasons
are:
Salford City Council has been awarded grant funding by Greater
Manchester Combined Authority (GMCA) to develop a high risk, high
harm perpetrator intervention service following the ending of the
GMCA commissioned DRIVE project which was delivered by Talk Listen
Change (TLC) until 31.10.2023. DRIVE operated in Salford and GMCA
have provided funding to localities to develop an offer post DRIVE
and to develop a local MATAC model which GMP have successful rolled
out in Wigan.
The
model will be delivered through SCC current integrated
commissioning arrangements with Salford Foundation who deliver the
Safe in Salford (SiS) Domestic Abuse
service in partnership with; Talk, Listen, Change (TLC) and
Trafford Domestic Abuse Service (TDAS). The new model delivered
through the SiS Partnership will
provide a full risk offering for perpetrators of domestic abuse
with victim oversight and risk management.
There is no financial cost to SCC. Grant funding from GMCA has
been confirmed and would allow investment to Salford Foundation to
subcontract the delivery of the model to TLC with support from TDAS
to ensure a robust transition from DRIVE to a new model building on
existing levels of engagement across partners.
Options
considered and rejected were:
Not to pursue the opportunities
offered via GMCA for grant funding to continue work with high-risk
perpetrators in Salford. This was rejected given the level of need
and the progress made locally through Drive programme.
To
commission a single organisation to deliver the service:
This was rejected due to the
integrated commissioning approach taken in Salford whereby Safe in
Salford is commissioned to provide a service for victims and
perpetrators and given the relatively short period of funding
available.
Assessment of risk:
There is no financial risk to
SCC as funding is provided by GMCA through a grant and the provider
is contributing a small shortfall.
Decision:
Procurement Board has approved
the award of a contract by exception to the Contractual Standing
Orders as permitted by the City Council Constitution to Salford
Foundation for the Safe in Salford service to provide a High Harm,
High Risk Domestic Abuse Perpetrator Intervention Service. The
total cost of the service until 31/3/2025 is £168,581. The
period of award is 1.11.2023 to 31.3.2025.
A contract variation will be
put in place to record this contract award to ensure the continued
governance arrangements for the commissioning of a domestic abuse
service which supports victims and perpetrators.

The temporary increase
to the contract of £168,581 will be funded by contributions
of £157,500 from GMCA and £11,081 from Talk, Listen,
Change.

The recommendation is to
approve the modification of the Domestic abuse contract which
commenced 1 April 2022 and runs until 31 March 2027 to include the
requirements outlined within the report. The Domestic abuse
contract was procured compliantly in line with PCR regulations and
the Council CSOs. The additional
services outlined within the above report is in line with the
original scope of activity delivered through the contract and does
not exceed 50% of the contract value. A
modification to the contract for additional funding would be
permissible under PCR regulation 72.
