The Reasons are:
· Following a fair and transparent open tender process the recommendation is to award the contract to the above contractor, Landscape Engineering Ltd. The overall response across quality, price and social value was of a sufficient standard to award. The quality and price scores demonstrate a supplier with the relevant skills and experience to deliver this scheme within the allocated budget.
· To allow the Council’s Technical Services team to undertake appropriate supervision and management of the contract works.
· To ensure that there is adequate risk provision and mitigate against construction phase risk.
Options considered and rejected were: Not to award the contract.
The project forms part of the package of schemes that constitute a network of traffic free routes in City Centre Salford and had received MCF support for its development phase.
Not awarding the contract would cause a severe delay in the delivery of the scheme. This project has received significant public and political interest in recent months with much anticipation to see this small section of the riverside made safe and finally opened up.
Assessment of Risk: LOW
· Funding is available from the Regen Capital Programme 2023/24
· The council’s Technical Services (Engineering and Landscape Design, Structures, Lighting) teams are experienced in the design of schemes of this nature.
· The contractor is on the council’s existing Framework and has a successful track record of delivering schemes of this nature on behalf of the City Council.
