The Reasons are:
Following a fair and
transparent open tender process Manchester University NHS Foundation Trust are deemed
to offer the most economically advantageous tender. They
scored high on quality and price and have demonstrated that they
are able to provide a safe and effective integrated sexual health
service for the people of Salford.
Options considered and rejected were:
Salford City Council is mandated to provide appropriate access
to sexual health services through the public health grant. These
services support people to prevent, identify and treat sexually
transmitted infections, improve sexual health and wellbeing, avoid
unwanted pregnancy through contraception and promote safe and
positive sex and relationships. The current contract for this
service with Bolton NHS Foundation Trust ends on 31st
December 2023 and therefore carrying out an open tender was the
only option considered.
Assessment of Risk: Medium
Salford City Council is mandated to provide appropriate access
to sexual health services through the Public Health Grant. The
contract for Salford’s current Integrated Sexual Health
Service with Bolton NHS
Foundation Trust ends on 31st December 2023. Any
delay in agreeing a new contract could impact on the timely
transfer of undertakings from BFT to the new provider with
potential impact on service delivery.
The source of funding
is: Integrated Fund (Public
Health Budget) and *Public Health Grant (*PrEP allocation).

When
commissioning contracts for the procurement of goods, services or
the execution of works, the Council must comply with the Public
Contracts Regulations 2015 (PCR) and its own Contractual Standing
Orders (CSOs), failing which a contract may be subject to legal
challenge from an aggrieved provider.
Shared Legal Services provided advice to the relevant Council
officers regarding this matter and provided the form of draft
contract included within the pack of procurement
documents.
This
report details the process carried out in compliance with PCR and
CSOs to identify a winning bidder. Shared Legal Services is happy
to support with the finalisation of the contract with Manchester
University NHS Foundation Trust.

The opportunity was advertised
on FTS and the Council’s opportunity portal The Chest as an
open tender in compliance with Public Contract Regulations
2015.
Procurement is happy to support the approval of award of
contract to Manchester University NHS Foundation Trust for the
period 1st January 2024 to 31st December
2028, with the option to extend for up to a further 2 years until
the 31st December
2030. It is noted that Manchester
University NHS Foundation Trust have committed to sign up to the
Mayor’s Charter and will support the Council in working
towards paying the Living Wage Foundation rate during the period of
the contract.
The
TOMSs Social Value outcomes identified during the tender process
will be contractualised and managed
jointly between Procurement and the lead Commissioner and Provider
from the 1st January
2024

The NHS has an ambition to become the
world's first net-zero health service by 2040.The NHS in Greater
Manchester, including Manchester University NHS Foundation Trust,
partnered with the GMCA and other partners, to develop the NHS
Greater Manchester Integrated Care Plan 2022-2025 with an ambition
to achieve a net zero NHS GM Integrated Care Carbon Footprint by
2038.
The Salford Sexual and Reproductive
Health Service (Salford Integrated Sexual Health Service) will be
delivered through a hub and spoke model, with additional outreach
activity, supporting access through sustainable modes of travel.
Some aspects of the service will also be provided
digitally.
