The Reasons
are:
Following a
fair and transparent open tender process the recommendation is to
award the contract to the above tenderer, The Jewel Foundation
(Tenderer 1). The overall response across quality, price and social
value was of a sufficient standard to award. The quality and price
scores demonstrate a provider with the relevant skills and
experience to run a high-quality Information, Advice and Guidance
(IAG) service to support Jewish residents within the allocated
budget.
Options considered
and rejected were
Delivering an IAG
service to support Jewish residents in-house was considered and
rejected. This is specialist service requiring specific experience
and expertise. As mentioned, the community are not confident in
accessing opportunities independently and are often worried about
their individual and culture needs being misunderstood. As such
residents rely on trusted community-based organisations for
support.
Delivering the service in-house across three LAs
would not be the most cost effective or efficient method of
delivery for Salford, Bury or Manchester. On this basis a
competitive open tender exercise was deemed to be the best option
for delivering a quality service and ensuring required outcomes are
achieved for residents.
Assessment of
risk
A clear
delivery plan and timeline is in place to mobilise and implement
this new Information, Advice and Guidance service. The recommended
delivery provider (The Jewel Foundation) is the incumbent and as
such has appropriately qualified and skilled staff in place and
suitable premises to provide the service from the specified
commencement date, 1 July 2023.
The risk of
delaying the proposal is staff retention and stability. If there is
a sense of uncertainty regarding the future of the service beyond
June 2023, then staff will understandably start to look for
alternative employment. Any delay in the award will impact on the
allotted timeframe to deliver the service and provide the necessary
support to the proposed 450 participants. This could also
potentially create a gap in service provision.
The source of
funding is:
The proposed service will be tendered within
indicative Skills and Work programme
Budgets,
£20k from the core budget and £10k from the Place
Skills & Work budget. The remainder of the joint commissioned
contract is confirmed to be paid by Bury Council and Manchester
City Council. Legal have been instructed by commissioners to
prepare an MoU or inter-authority agreement between Salford, Bury
and Manchester, to set out the position between the
parties.
The maximum
annual budget for the proposed joint service with Salford, Bury and
Manchester is £62,500:
·
Salford City Council £30,000 p/a
·
Bury Council £22,500 p/a
·
Manchester City Council £10,000 p/a
The total budget for
the 2 years is £125,000, plus an optional 1year extension at
a cost of £62,500.
