The Reasons are:

The Highway Design and Infrastructure teams are managing a demanding workload, with both ongoing projects and future scheme development. Recent staff retirements have created gaps in key roles that remain essential for project delivery.

There have been a number of attempts made to recruit suitably qualified and experienced candidates for permanent roles within the respective Highway Design and Infrastructure teams over the last few years, each of which have been unsuccessful.

In order to help support the project teams with the demanding workload, approval is being sought for a 12-month award for a Senior Project Manager to support critical workload areas, including the Salford Crescent to Media City project (SCMC), pipeline development, and the new Highways Framework.

Options considered and rejected were: None.

Assessment of Risk:

High. The SCMC project is a high-profile project for the City which has a very challenging programme with tight timescales. Additionally, a key interface in the project is Transport for Greater Manchester, who require supporting information on a monthly and more frequent basis. Any delay in appointment, will put additional risk onto an already challenging programme.

The project will help support a number of priorities from within the Corporate Plan, including: Good Growth, Responding to Climate Change, Creating places where people want to live.
