Salford City Council – Record of Decision
I Paul Dennett, City Mayor, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution do hereby:
- approves the award of contract to Rosgal Ltd at a cost of £1,483,497 to undertake the Chapel Street/ Trinity Way Phase 1 works as detailed in the table below.
- note the challenges associated with delivering the CRSTS Chapel Street/ Trinity Way junction scheme in the timescales required as a result of network co-ordination with adjacent projects as detailed in the report.
- approve the proposal for Salford City Council to underwrite, from the Salford Capital Programme as identified in the Part 2 report,for Phase 1 of the Chapel Street/ Trinity Way scheme whilst the governance process of the CRSTS programme progresses and formal approvals for the release of grant funding are completed. This will be supplemented by £726,246 S106 allocated to improvements to the Chapel Street/ Trinity Way junction.
- note that the rationale for the proposals identified in this report is to allow the construction of Phase 1 of the scheme to be undertaken over the summer/ school holidays and for the works to be completed in advance of Salford’s Oldfield Road ATF scheme and Manchester’s CRSTS John Dalton Street scheme, both of which are to be carried out from early 2027.
- approve fees, costs and raising of purchase orders for Traffic Signal works associated with the junction from Urban Traffic Control up to a value of £160,000.
- approves fees, costs and raising of purchases for to BT and Vodafone for diversion of underground services associated works with the junction up to a value of £40,000.
- approves SCC professional fees to the value of £106,550 for the supervision and management of the project on site.
- approves a risk allocation, as identified in the Phase 2 report, and approval to create or increase values of purchase orders that may call on that risk allocation.
- delegate authority to the Deputy Chief Executive (Executive Director of Place) in consultation with the S151 officer to submit the necessary business cases to the TfGM Gateway Review panel and enter into a delivery agreement between Salford City Council, Transport for Greater Manchester (TfGM) and the Greater Manchester Combined Authority (GMCA) for CRSTS funding for Phase of Chapel Street / Trinity Way once the governance process is completed.

The Reasons are:
To enable the Phase 1 works to be carried over the summer period which is critical in terms of the condition of the junction and for network co-ordination purposes.
Options considered and rejected were: Commencing the works early in 2027 which would cause SCC issue in relation to the condition of the junction and co-ordinating with other major projects.
Assessment of Risk:
Medium: A robust risk management process has been implemented, commencing at project inception stage. A risk register has been established and this is being maintained as a live document which is reviewed periodically and updated following any noteworthy changes to the situation.
A contract would not be awarded until officers have confidence that the business case would be approved based on the outcome of the gateway review process. Once that surety is made the remaining steps are formal approvals at Bee Network Committee and the signing of legal agreements.
Should approval not be granted the summer window to construct Phase 1 will be lost and potential any resurfacing works at the junction may not take place for at least another 12 months or until the adjacent major projects noted in this report are completed.
The source of funding is CRSTS Streets for All Programme / Section 106 Contribution – to be underwritten by SCC Capital Programme if required initially.
