Salford City Council – Record of Decision

I Paul Dennett, City Mayor, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution do hereby approve:

·     to go out to tender/ competition for the proposed Ordsall Neighbourhood Scheme, and

·     endorse the proposed procurement route for the scheme via an existing framework in accordance with the Council’s Contract Procurement Rules. 

·     delegate authority to the Deputy Chief Executive (Executive Director of Place) in consultation with the S151 officer to submit the Full Business Case to the TfGM-led review panel acting on behalf of Greater Manchester Combined Authority for review and approval.

·     delegate authority to the Deputy Chief Executive (Executive Director of Place) in consultation with the S151 officer to draft and approve the Grant Funding Agreement between Salford City Council, Transport for Greater Manchester and Greater Manchester Combined Authority.

The Reasons are:

The Ordsall Neighbourhood Scheme is a phased programme to improve active travel and public spaces, addressing longstanding connectivity, safety, and severance issues. Despite its proximity to Salford Quays/Media City and the Regional City Centre, movement is limited by major roads such as Regent Road and Trafford Road. The scheme will prioritise walking, wheeling, and cycling, reduce traffic dominance, and improve access to key destinations, green spaces, and public transport.

Options considered and rejected were: None

Assessment of Risk: Low - the design team are experienced in the design of schemes of this nature and the contractors on the proposed delivery frameworks have a successful track record of delivering schemes on behalf of the City Council.

Innovate/ Best Value – The Ordsall Neighbourhood Scheme most directly supports Salford’s corporate priorities around:

·     Sustainable transport

·     Health and wellbeing

·     Climate action

These priorities are consistent with Salford’s broader strategic goals and the referenced transport and planning policies.

The source of funding and financial advice obtained:

·     The majority of the scheme funding is from CRSTS1 grant funding total of £7.8m allocated to Salford City Council to deliver all the phases of the Ordsall Neighbourhood scheme.

·     An allocation of £164,440 of Section 106 contribution secured by the City Council has been identified and subject to approval by the Executive Director to be utilised.
