Salford City Council - Record of Decision
I, Councillor Mike McCusker, Deputy City Mayor and Lead Member for Planning, Transport, Sustainable Development & Regeneration, in exercise of the powers contained within the City Council Constitution, do hereby:
Authorise the construction of Road Humps below, in the original form, as set out in the report:
TCM 29.0 - PROPOSED ROUND TOP ROAD HUMPS ON CAMPBELL ROAD, SWINTON AND PENDLEBURY
The Reasons are: That the necessary action be taken under the Highways Act 1980 and the Highways (Road Humps) Regulations 1999 to proceed with the construction of road humps on Campbell Road. Implementing traffic calming measures will promote a low speed environment which will contribute towards improving the safety of all highway users in this residential street which is well used for walking and cycling, in particular by children.
Options considered and rejected were: Adjusting the position of Road Hump 2 at the request of an objector was considered by Officers. The safety concerns raised were not considered significant due to the low speed and volume of driveway movements. Officers concluded that relocating or adjusting the road hump would undermine the scheme’s effectiveness or provide negligible benefit, given spacing constraints and impacts on neighbouring properties. The current design is recommended to remain, as there is sufficient space and flexibility for the objector to adapt driveway arrangements or use on-street parking.
Assessment of Risk: The scheme has been designed in accordance with the Highways (Road Humps) Regulations 1999, Salford City Council Standard Detail and Traffic Sign Regulations and General Directions 2016. The scheme will contribute to improving safety of all highway users.
The source of funding: The scheme is funded by the Swinton & Pendlebury Highways Devolved Budget.

The Council can introduce road humps pursuant to sections 90A-90F of the Highways Act 1980 and the Highways (Road Humps) Regulations 1999. Provided that the requirements of the legislation have been complied with, which includes giving notice of the proposals and considering such objections as may be made, no additional legal implications are raised.

There are no financial implications within this report, any works that wish to be committed in the future will have to follow the relevant governance set in place within the Council. The project will sit within the Highways capital programme and will be closely monitored through monthly monitoring meetings.
