Salford City Council – Record of Decision

I Councillor Cusack, Lead Member for Corporate Services and Chairman of the Procurement Board, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution, do hereby approve:

·         to go out to competition for Adult Social Care Business Delivery Partners and to grant authority for those partners to be procured in accordance with the Council’s Contract Procedure Rules through an existing framework.

The Reasons are: This report seeks approval to commence a competitive procurement process   and proceed to tender to appoint a Business Delivery Partner to support the Council’s Adult Social Care (ASC) and Health Partnerships Directorate in delivering transformation which supports our overall improvement programme. The programme aims to improve outcomes for residents, strengthen financial sustainability, modernise service delivery, and ensure compliance with Care Act duties.

Adult Social Care faces increasing demand, workforce pressures, and significant financial challenges and the challenge of Salford’s recent CQC assessment. Key drivers include rising complexity of need and demographic growth, increased market fragility and provider cost pressures and, the need to shift from traditional models of care to strengths?based, preventative, and digital?enabled approaches.

Options considered and rejected were: Consideration was given to undertaking the work within the currently workforce but it was quickly determined that the capacity is not their to ensure all required work is completed at pace and to scale.

Assessment of Risk: The risk of not going out to tender is that our practice does not improve at pace in response to the findings of our CQC assessment and requirements outlined in our Adult Social Care Improvement Plan.

The source of funding is: cost centre S0024 – ASC Improvement Budget.
