I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the City Council Constitution, do hereby:
Authorise the permanent making of the Traffic Regulation Order below, in the original form, as set out in the report:
City of Salford (Amberhill Way & Border Brook Lane, Boothstown and Ellenbrook) (Prohibition of Waiting) Traffic Regulation Order 2025
The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City of Salford (Amberhill Way & Border Brook Lane, Boothstown and Ellenbrook) (Prohibition of Waiting) Traffic Regulation Order 2025 as a permanent Traffic Order. Implementation of this order will introduce prohibition of waiting to create a safe environment for all users and prevent inconsiderate parking.
Options considered and rejected were: Officers considered and rejected extending the parking restrictions on Border Brook Lane to the corner of Springburn Close, as the current proposals do not extend in front of any residential frontages and will address access issues for refuse collection vehicles, as well as provide access benefits for other delivery and emergency service vehicles.
Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The design of the scheme is also subject to the Road Safety Audit process. The scheme will contribute to improving the safety of all highway users and promoting active travel.
The source of funding: The scheme is funded by Worsley & Boothstown Highways Devolved Capital Budget 2024/25..

The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed Traffic Regulation Order.

The report is seeking approval to introduce a permanent Traffic Regulation Order for ‘No Waiting At Any Time’ parking restrictions along the northwest side of Amberhill Way, and along both sides of Border Brook Lane and one side of the junction with Leckenby Close.
This will be funded by CRSTS grant provided to us from the DfT via GMCA, devolved to the Worsley & Boothstown Highways Capital Budget.
Scheme costs will be monitored within the capital programme.
