The Reasons are:

Approval to go out to competition for a The delivery of Bikeability cycle training was granted by the Procurement Board on 23rd March 2026. This agreement covers the delivery of Bikeability cycle training in Salford between 2026-2029.

Bikeability cycle training is a nationally central government funded scheme which teaches children to ride safely on the highway and reinforces key road safety messages which are vital in reducing casualties on the highway. The scheme has been running for several years successfully in Salford and is an integral part of road safety education in schools.

The procurement sought agencies that not only deliver quality service within the city but also align with Salford’s commitment to social value, customer care, and support for vulnerable residents.

A total of 3 training providers submitted tenders for the opportunity. The evaluation is based 45% on quality, 40% on price and the remaining 15% on Social Value.

The successful bidder was BikeRight! Ltd who are a Salford based company with an extensive record of delivery throughout GM spanning over 20 years.

The tender was evaluated by a panel of three members of the road safety team. These individuals represented different levels of management within the service, ensuring a balanced and informed assessment. All panel members have experience in road safety ranging from collision investigation and analysis of data, delivery and implementation of road safety education and publicity and delivery and management of Bikeability. Their collective experience contributed to a robust and fair evaluation process.

Contract Duration and Extension Options

The contract will be awarded for an initial period of 31 months, with the option to extend for up to one year. The decision to exercise the extension option will be based on performance, as well as feedback from service users and community partners.

Options considered and rejected were:

In house delivery – This was unachievable given the scale of the delivery targets set by central government of around 2500 attendees per year. The road safety team would have to employ, train and monitor several instructors who would only work during school term time, this approach has been attempted in previous years and target levels were not reached and instructor retention was challenging. In order to achieve the highest attendance levels and reach as many children with this training as possible, it was deemed most appropriate to seek an external training provider with established pools of qualified and experienced instructors. A large percentage of North West and GM authorities adopt this approach to Bikeability delivery.

Assessment of Risk:

Medium – if the contract is not externally procured, Bikeability cycle training would not be delivered in Salford and thousands of pupils would not receive vital safety training in cycling on the highway.

Innovate/ Best Value – identify the relevant corporate priorities specific to Salford:

The tenderers were asked to consider what social value they could deliver to Salford

in this contract. Below is a high-level summary of what the successful bidder has

proposed to offer:

·      Employing local instructors with a minimum of 5 new local instructors recruited in 2026 with a further 4 over the remainder of the contract. These instructors will be employed on a minimum of 800 hour contract.

·      A commitment to volunteer at local sports clubs, schools or litter pick - 8 staff x 4 hours per year.

·      Support for a local charity which raises money for defibrillators.

·      A commitment to offer 2 places per year to VCSEs in Salford or those seeking employment on an accredited first aid course.

·      Payment to instructors for bike mileage encouraging instructors to cycle during their employment to training courses, reducing the carbon footprint and promoting active travel.

·      Use of BikeRight’s workshop, offices and storage facilities located within Salford on the Quays for promotional cycling events and other road safety/cycling related initiatives.

The source of funding and financial advice obtained:

Funding granted to Salford from Active Travel England for the duration of the contract 2026-2029 covering the entirety of the scheme.

Fully grant funded, no implications on revenue.

Bikeability cycle training teaches children to ride safely on the highway and reinforces key road safety messages which are vital to the encouragement of active travel. The use of bikes for travel reduces carbon emissions and Bikeability training promotes a lifetime of low carbon travel.
