Councillor Tracy Kelly, Deputy
City Mayor, in exercise of the
powers contained within the City Council Constitution do hereby approve the proposed
expenditure of £1,153,898.86 of Section 106 contributions as
match funding towards the Oldfield Road Corridor Improvements
project.
 
The
Reasons are the Oldfield Road
Corridor Improvements, once completed, will form part of the 'Bee
Network' for Greater Manchester which aims to create the largest
joined up system of walking and cycling routes in the UK. The total
cost of the project is expected to be more than £5,000,000.
The Department for Transport, via the Active Travel Fund programme,
have awarded delivery funding for the scheme following a successful
bid to the Mayors Challenge Fund (MCF) to fund the scheme
development. Section 106 contributions received will provide match
funding, and which the above approval allows.
 
 
Options considered and rejected were: none
 
 
Assessment of
Risk: Low - Developers can
seek to legally challenge the city council to claim back Section
106 monies if not used on a scheme that mitigates the impacts of
that development and/or spent in line with the requirements of the
Section 106 agreement.
