Salford City Council – Record of Decision
I Paul Dennett, City Mayor, accept the recommendation of the Procurement Board and in exercise of the powers contained within the Council Constitution do hereby:
- approve to go out to competition for Salford’s All-Age Carers Service and All-Age Carers Service Contract Extension of 12-months.
The Reasons are:
Approval to procure an All-Age Carers Service to allow continuation of provision supporting unwaged carers across Salford.
The All-Age Carers Service will be firmly embedded in the communities and neighbourhoods of Salford.
The tender will offer one contract to be held with the winning provider(s) and will include detail on the employment standards as set out in the Market Shaping Strategy including a requirement for providers to meet the Real Living Wage for the staff they employ.
Work has begun with Salford City Council Procurement to gather the options associated with the tendering methods best suited to the older population within Salford and the provider market.
In line with the Greater Manchester Carers Charter and influence from Salford Carers, Salford’s objectives are as follows:
- Objective One: Identification of Carers
- Objective Two: Supporting Health & Wellbeing
- Objective Three: Right Help at the Right Time
- Objective Four: Embedding the Parent Carer Standards
- Objective Five: Young Carers and Young Adult Carers
- Objective Six: Carers in / into Employment
- Objective Seven: Carers as Expert Partners
- Objective Eight: Digital offers and data collection
- Objective Nine: Carers in Black, Asian and Minority Ethnic (BAME) communities
- Objective Ten: Cost of Living
The All-Age Carers Service and contract will also adhere to Unison’s Ethical Care Charter, Salford City Mayor’s Employment Charter and Unison’s Migrant Workers Charter.
Extend existing provision by 12-months allowing sufficient time to conduct a competitive tendering exercise.
Options considered and rejected were: To cease the contracts on 30th September 2026, this would de-stabilise the system and create demand for higher level social care services.
Assessment of Risk: Risks relates to the implications to the support on offer for unwaged carers if the scheme does not go out to tender and an extension is not approved.
If approval to procure and the 12 months extension is not approved the impact will result in a reduction in core service provision for unwaged carers who live in Salford, creating demand for higher level social care services.
The source of funding is: ASC minimum contribution and SCC revenue budget.
