The Reasons are:
The lease affecting the telecommunications site on the rooftop of Charles House is due to expire on 6th November 2026 and it is considered prudent to secure the demolition contractor as soon as possible so that the site can be mobilised and the building can be demolished at the earliest opportunity.
A direct appointment is considered appropriate and is considered to meet the following exemptions from the usual procurement rules that are set out in the Council’s constitution:
i. Primarily, that the ward delivers Best Value as the contractor is best placed to undertake the demolition for continuity due to their existing knowledge of the building following its completed surveys and extensive intrusive works completed to date under the enabling works contract, and
ii. Securing a contractor asap is considered urgent where the building is attracting ASB and early appointment of the contractor will allow for mobilisation on site and commencement of the demolition works at the earliest opportunity to avoid the condition of the building continuing to deteriorate.
Options considered and rejected were:
Officers considered undertaking a mini-competition through the Council's demolition framework. However, this option was discounted as it would require a procurement exercise would introduce additional delay and potentially additional costs at a time when the Council is seeking to demolish the building at the earliest opportunity following expiry of the telecommunications lease.
Assessment of Risk: Low.
