The Reasons are: To seek approval from Procurement Board to proceed with the procurement of a contractor using the Bolton Council 2024/2028 Highways Framework Contract, Lot 1 for the delivery of the Bury Old Road/ Singleton Road Junction Improvement scheme.

Options considered and rejected were: Mini Roundabout Design, Controlled junction with Cycle lanes.

Assessment of Risk: Medium: Similar junction improvement projects have been successfully delivered previously, however, the issue with the collapsed culvert still remains unresolved.

Innovate/ Best Value – identify the relevant corporate priorities specific to Salford: Making improvements to our streets, creating places where people want to live by improving the crossing facilities, Promoting a child friendly city by introducing controlled crossings on all arms of the junction.

The source of funding and financial advice obtained: This is a request for approval to go out to tender for the Bury Old Road/ Singleton Road Junction Improvement Scheme This will be funded by CRSTS grant provided to us from the DfT via GMCA. There is currently total funding of £950,000 available for this scheme, £50,000 to be carried forward from the 2025/26 Highways Capital Programme, £300,000 grant reserved for the scheme on the Highways Balance Sheet, and £600,000 grant funding allocated to the scheme in the Highways Capital programme 2025/26.

Legal Advice obtained: When commissioning contracts for the procurement of goods, services, or the execution of works, the Council must comply with the Procurement Act 2023 and associated guidance and the Council's own Contractual Standing Orders (CSO’s), failing which a contract may be subject to legal challenge from an aggrieved provider.

CSO’s state that a framework arrangement should be used unless there is an auditable reason not to do so. The proposed tender of the contract will be undertaken in accordance with the Bolton Highways Framework, Lot 1.

A framework agreement is an umbrella arrangement between one or more buyers and one or more providers that establishes the terms and conditions for purchasing goods, works or services over a specified period. Under the Bolton Framework, the Council will carry out a call off process to select one or more of the approved providers to deliver the works. This may involve a mini competition, direct award, or another appropriate method, depending on the circumstances. A contract is then formed between the Council and the selected provider(s).

Procurement Advice obtained: Procurement will work with the team to deliver a further competition under the Bolton Council 2024/28 Highways Framework Contract, Lot 1,General Civil Engineering Works up to £2.0m. This is compliant with SCC standing orders and PCR’s 2015.

HR Advice obtained: N/A.

Climate Change Implications obtained: Enhancing green spaces and promoting walking as a sustainable mode of transport, the scheme supports lower carbon travel choices and contributes to the city’s environmental objectives.
