The reasons are:
The affordable housing scheme viability and allocation of capital funding is considered in a separate City Mayor approval. The procurement of Seddon construction will see the delivery of much needed affordable housing in Ordsall and the report identifies Seddon as the most appropriate contractor to complete the works following appointment through the Innovation Chain North Framework and independent assessment of costs and value for money. The contract includes a social value offer with emphasis on local community projects and employment.

The financial comment are subject to approval of a report being presented to Property and Regeneration on 14 September 2026. That report seeks approval of the funding mix, associated risks and the capital expenditure required for the scheme. Therefore, any decision to award the contract should be regarded as contingent upon those approvals being secured.
The report is requesting contract approval for Seddon Construction to deliver 144 affordable homes on site Robert Hall St, Ordsall (A2), supporting the Council’s strategic priorities of providing good homes for all, creating sustainable communities, and responding to climate change.
The total contract sum with Seddon’s is £39,999,285 and total scheme costs coming to £46,250,141.
The proposed funding mix for the scheme is the following:
· Brownfield Land Release: £1,576,656.
· RDEL: £78,768.
· Homes England AHP: £16,080,000.
· GMCA Good Growth Fund: £3,960,000.
· Right to Buy receipts: £220,747.
· Capital resource required: £24,333,970.
The scheme is included within the approved 2026/27 Housing Strategy Capital Programme. Any capital expenditure falling beyond 2026/27 is included within future iterations of the Council's three-year capital programme, with resource requirements profiled in line with the scheme's anticipated cash flow and programme delivery.

This report seeks approval to award a construction contract to Seddons for the delivery of 144 affordable homes at Robert Hall St Ordsall. The award is intended to be a direct award called off under an existing framework, Innovation Chain North (ICN), Lot L1 (Greater Manchester & Merseyside, Cheshire, Derbyshire West and Staffordshire). This is a specialist framework relating to procurement for social housing, and it is let in compliance with the Public Contract Regulations 2015. Salford City Council is listed as a client on ICN’s website. The Lot allows for direct award, based on the client’s unique requirements, enabling Salford to select which contractor it deems most suitable to deliver the project. Therefore it is able to call off using this Framework in compliance with its Contractual Standing Orders (without needing to conduct its own competitive exercise).
Notwithstanding that Direct Award is provided for under the Framework, in order to comply with the Council’s Contractual Standing Order’s Council officers should take appropriate steps to satisfy themselves that the proposed commission will deliver value for money and that the contractor will be able to deliver the project to the Council’s requirements and quality standards. To that end, it is noted that Seddons’ is already delivering services in relation to this development under a Pre-Construction Services Agreement, using the same framework.
The ICN framework has its own form of call-off terms (JCT with ICN amendments), which the Council and Seddon would be required to enter into (rather than the Council's own terms or amendments) in order to comply with the framework requirements. Legal is happy to support with the finalisation and execution of the Contract.
Procurement Advice obtained: Supplied by Anthony Hilton – Head of Procurement – 07.08.26
Procurement Board approved the decision to appoint Seddon Construction under a Pre-Construction Services Agreement (PCSA) in October 2025. That appointment was made utilising the Innovation Chain North framework.
A Pre-Construction Services Agreement (PCSA) is a contract to perform services before a formal building contract is entered into to. Usually, the main contractor who enters into the building contract is the same as the one who has entered into the PCSA.
The approach is in line with the requirements of the Innovation Chain North framework.
