Salford City Council - Record of Decision
I, Councillor Mike McCusker, Deputy City Mayor and Lead Member for Planning, Transport, Sustainable Development & Regeneration, in exercise of the powers contained within the City Council Constitution, do hereby:
Authorise the permanent making of the Traffic Regulation Order below, in the original form, as set out in the report:
City of Salford (Camp Street, Grecian Street, Neptune Gardens, & Trojan Gardens, Broughton) (No Waiting At Any Time) Order 2025
The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City of Salford (Camp Street, Grecian Street, Neptune Gardens, & Trojan Gardens, Broughton) (No Waiting At Any Time) Traffic Regulation Order 2025 as a permanent Traffic Order. Implementation of this order will introduce prohibition of waiting to create a safe environment for all users and prevent inconsiderate parking.
Options considered and rejected were: Officers considered and rejected limiting the waiting time in the parking bay to Monday – Friday 8:00am to 6:00pm. However this option was discounted due to the parking bay being used for the convenience store which is open 7 days a week, therefore a turnover of customer parking is required all week round.
Assessment of Risk: The scheme has been designed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions 2016. The design of the scheme is also subject to the Road Safety Audit process. The scheme will contribute to improving the safety of all highway users and promoting active travel.
The source of funding: The scheme is funded by Worsley & Boothstown Highways Devolved Capital Budget 2024/25..
Legal Advice obtained:
The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed Traffic Regulation Order.
Financial Advice obtained: Ian Cowburn, Senior Accountant, 30/07/2026
The source of funding is: CRSTS grant, devolved to the East Salford Highways Capital Budget.
This is a request for the Lead Member for Planning, Transport, Sustainable Development & Regeneration to consider granting approval to the making of a Traffic Regulation Order in the Grecian Street/Camp Street area as described in this report. The costs will be funded by CRSTS grant provided to us from the DfT via GMCA within the East Salford Highways Devolved Capital Budget in the 2024/2025 financial year.
Procurement Advice obtained: There are no procurement implications contained within this report.
