I, Paul Dennett, City Mayor and Lead Member for Housing & Anti-Poverty, in exercise of the powers contained within the City Council Constitution, do hereby:
Approve the refreshed Salford Housing Strategy Delivery Plan 2026/27
The Reasons are:
In April 2025, City Mayor (in consultation with Cabinet) approved the new Salford Good Homes strategy – Good Homes in Good Places.
The delivery plan which contains action to achieve delivery of the strategic priorities and objectives, is reviewed annually and along with engagement with key stakeholders is refreshed to ensure it remains relevant, up to date and inclusive of emerging issues.
Options considered and rejected were:
Do nothing – This is not considered an option
- The strategy delivery plan needs to be reviewed and refreshed on an annual basis to ensure that it remains relevant, up to date and reflects emerging activity to meet strategic priorities.
Assessment of Risk: Medium
The strategy (approved in 2025) identifies a number of key priorities and objectives with key delivery outcomes which are monitored through the action plan. Risks in terms of the delivery of the priorities and objectives is reviewed annually. It is recognised that there are a number of outcomes which if not delivered carry risks. Mitigating these risks will be a key part of the action plan monitoring.
Legal Advice obtained:A. Warburton (07.07.26)
There are no negative legal implications. The refresh of the plan is in accordance with the 2025-2030 good homes strategy.
Financial Advice obtained:Anthony Rigby, Senior Accountant 28.07.26
The 2026/27 Good Homes Strategy Delivery Plan is a refresh of the existing approved 2025-2030 Good Homes Strategy and sets out how existing priorities and actions will be progressed during the year.
The plan, in itself, does not create any new financial commitments requiring approval. The plan will be delivered through existing approved budgets and staffing arrangements where available.
Actions within the plan may give rise to future financial implications and these will need to be subject to separate business cases and the Council’s normal governance and approval processes.
Any financial risks associated with delivering the plan will be monitored as part of the delivery and annual review of the strategy.
