Salford City Council - Record of Decision
(CABINET)
 
I, Paul Dennett, City Mayor,
in consultation with the Cabinet and in exercise of
the powers contained within the City Council constitution do hereby:
 
     
i.       
Adopt the Houses in Multiple Occupation
Supplementary Planning Document;
 
   
ii.       
Delegate authority to officers to update paragraphs
2.4, 2.5, and Annex 1 of the Supplementary Planning Document
following its adoption to reflect any factual updates relating to
the confirmation (or otherwise) of an additional Article 4
Direction relating to the change of use of dwellinghouses to small
HMOs; and
 
  
iii.       
Support the proposal that the city council’s
interactive map is to be updated to display further landlord
licensing data in relation to HMOs that is relevant to the
determination of planning applications.
 
The
Reasons arethat although HMOs can provide a form of low-cost
housing, particularly for younger people and people on low
incomes, experience has shown that an
overconcentration of HMOs can have an unacceptable impact on the
positive residential character of areas. The Supplementary Planning
Document (SPD) will allow the city council to better manage the provision of new HMOs
throughout Salford by providing a threshold to guide their
location
 
An option considered and
rejected was to not introduce /
adopt the SPD. This was rejected as it would mean that there would
be less clarity as to what constitutes an over concertation of HMOs
for the purposes of determining planning applications for new or
extended HMOs.
Assessment of Risk is low.
The SPD supplements policies in
the adopted Salford Local Plan: Development Management Policies and
Designations. Two stages of consultation have taken place as part
of the production of the SPD.
 
The
source of funding associated with the
SPD is from existing
budgets.

The legislative and policy
requirements for the preparation and adoption of a Supplementary
Planning Document have been complied with.
 
If adopted, the SPD does not
change adopted planning policy, but will be a material
consideration to be taken into account in the determination of
relevant planning applications

Sufficient revenue budget
exists in 2024/25 to fund the above scheme. It is envisaged that
costs will be approximately £500 which relates to the cost of
printing documents for the public which will be available in
libraries, and for a small number of postal letters to notify
consultees of the adoption. The use of electronic communication
should be utilised as far as possible to minimise postage costs.
The cost centre will be D4602 5702.
