Salford City Council - Record of Decision
I Councillor Mike McCusker, Deputy City Mayor and Lead Member for Planning, Transport, Sustainable Development and Regeneration, in exercise of the powers contained within the City Council Constitution do hereby approve the proposed expenditure of:
- The expenditure of £3,023,667.82 of the section 106 contributions received from the Brackley Golf Course development towards the named open space and sports projects identified in this report, with up to £604,733.56 (20%) to be directed towards existing and additional staff and scheme delivery resource; and
- The expenditure of £1,380,469.49 of section 106 contributions received for affordable housing, to be directed towards existing and additional staff and scheme delivery resource.
The Reasons are: to secure additional staff resources to accelerate the delivery of projects funded by section 106 contributions, specifically, the route to deliver open space and sports provision (informal and formal provision) and affordable housing.
Options considered and rejected were: to use existing staff resources to delivery projects funded by section 106 contributions.
Assessment of Risk: Low - Developers can seek to legally challenge the city council to claim back section 106 monies if not used in accordance with the terms of the relevant section 106 agreement. The additional delivery resource will reduce the risk of returning any contributions to developers if schemes are not delivered within a period set out in each S106 agreement (typically 10 years).
The source of funding is:
Section 106 Contributions received from the developments at:
