Salford City Council - Record of Decision
 
I Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance,
Support Services and Regeneration, in exercise of the powers
contained within the City Council Constitution do hereby approve that, public consultation on the
draft Irwell River Park connectivity and movement strategy can be
undertaken on the basis that the final version will be brought back
to a future meeting for endorsement. 
 
The Reasons
are:
 

To seek views on the proposed
vision, objectives and future approach set out in the draft
strategy for the Irwell River Park study area.  

 

This will enable a
final version of the strategy to be prepared and brought forward
for endorsement by the City Council at a future date.

 

Once the final version of the
strategy has been endorsed it will become a material consideration
for the City Council as Local Planning Authority.  

 
Options considered and rejected were:

Not to undertake public consultation. 
The Irwell River Park connectivity and movement strategy will not
be an adopted Development Plan Document; however, it will become a
material planning consideration for the City Council as the Local
Planning Authority upon endorsement.  The weight to be given
to the strategy will be greater as a result of undertaking public
consultation on it.
 
Assessment of
Risk: Low
 
There is little/no risk to the Council in
preparing this strategy.
 
The local plan and associated policies already
provide the robustness in the Local Authority planning
system.  The Irwell River Park/wider movement strategy will
support these.
 
The Strategy will be used alongside the local
plan and to facilitate discussions with developers about the
current opportunities to improve connectivity, and in seeking
funding opportunities’.

The strategy once finalised and endorsed by
Lead Member for Property & Regeneration will not become an
adopted Development Plan Document. However, it will be a material
planning consideration, to be taken into account when considering
planning applications

The strategy objectives have been written with
the need to create an environmentally sustainable area specifically
in terms of how people arrive and move around the area and measures
to improve climate resilience through SUDs and flood mitigation
measures along the River Irwell.
