Purpose

Approval is sought to replace the Council’s expiring Large Account Reseller contract by entering a new agreement through the Crown Commercial Service (CCS) Aggregation programme. This national procurement model uses the GovSpec laptop standard—built around user personas and standard device specifications—to ensure organisations purchase based on actual service need while achieving best value. By consolidating public sector demand, CCS Aggregation increases competition, enables brand agnostic “swap ability” of devices, and applies ceiling prices to guarantee strong commercial outcomes. The approach offers significant benefits, including an expected 15%+ savings per aggregation, reduced procurement burden, improved standardisation, and enhanced supply chain resilience. Approval is requested to contract with the preferred supplier of the CCS Aggregation to secure continuity of supply, maximise value for money, and align with national public sector procurement standards.
