About

The East Surrey Shadow Authority is a temporary body established to manage the transition to the new East Surrey Council, operating between May 2026 and April 2027. Its primary function is to prepare the new council for service delivery by agreeing its structure, appointing senior officers, setting up governance, approving budgets and constitutions, and defining operational procedures.

This committee does not run services or make day-to-day decisions. Its role is solely focused on establishing the new organisation to ensure a smooth transfer of responsibilities from existing councils to the new East Surrey Council from April 2027.
