Purpose
That Cabinet recommends to Council the change
in Surrey Transport Plan policy and supporting administrative
processes to allow residents to apply for approved safe and
effective cross-pavement charging solutions, through the
installation of innovative electric vehicle cable
gulleys.
Content
RESOLVED:
That Cabinet recommends to Council
an amendment to the Surrey Transport Plan (LTP4) policy and
supporting administrative processes to permit residents to apply
for approved cross pavement EV charging solutions via cable
gullies, subject to Capital Programme Panel approval of a Full
Business Case.
That Cabinet recommends to Council a
delegation of authority to the Executive Director for Place, in
consultation with the Cabinet Member for Highways, Transport and
Economic Growth, to approve future minor amendments to related LTP4
policy areas necessary to support implementation.
Reasons for
Decisions:
Approving an enabling
policy allows residents without off-street parking to access safe,
compliant and convenient home charging at domestic tariffs,
accelerating EV adoption and reducing transport emissions in line
with the councils Climate Change Strategy and Delivery Plan. It
also unlocks a £225,000 government capital grant and
establishes an efficient, proportionate administrative
model.
Officer Delegation
enables timely minor policy adjustments needed to support
implementation of the Surrey Transport Plan, while retaining Member
oversight through reporting and scrutiny. The Cabinet Member can
still request that the decision be referred upwards to Cabinet and
to Council.
