Purpose

A contract with an initial term of 24 months, from 1st
April 2026 to 31st March 2028, would be awarded to a
specialist contractor to provide the bulk delivery of liquid fuel
to SFRS sites.

A collaborative procurement exercise has been
led by Crown Commercial Services (‘CCS’) (an executive
agency of the Cabinet Office), on which Surrey County Council and
SFRS have been named.  It can be seen
that this exercise will deliver best value for money to the
Authority.

A robust options appraisal process was
conducted prior to making the decision to procure via the process
detailed above, this included the following rejected options:
 
Accessing an alternative framework outside the
process being conducted by CCS.
 
Running an Open tender process instead of
accessing a compliant framework.
 
Off Contract purchase of fuel from petrol
stations.
