Purpose

That the Cabinet approves delegation of decisions with respect to determining and awarding adult skills funding to the Cabinet Member for Highways, Transport & Economic Growth in conjunction with the Executive Director – Place.

Decision

RESOLVED:

1. Cabinet agreed that delegated authority to approve funding awards for adult skills provision, including the ability to transfer appropriate amounts from the capital pipeline to the capital programme, as well as to make and agree all the terms of funding awards to successful applicants in the following two bands, is approved:

·         Projects up to £100k: delegated to the Executive Director – Place

·         Projects over £100k: delegated to the Cabinet Member for Highways, Transport & Economic Growth, in consultation with the Executive Director – Place.

REASONS FOR DECISIONS:

Time-sensitive decisions will be required over the coming months in order to distribute grant funding devolved to Surrey County Council (SCC) alongside adult education functions.

It is recommended that these decisions be delegated to the Cabinet Member for Highways, Transport & Economic Growth, in consultation with the Executive Director – Place, to improve efficiency and speed of decision-making while maintaining democratic accountability.

In line with the freedoms and flexibilities afforded by devolution, any decisions made under this proposed delegation would seek to make effective use of resources – ultimately with a view to enabling Surrey residents to gain the confidence and skills they need to secure meaningful employment and progress in their careers.
